Your results are absurd only because there's no such thing as free cable TV. Go back and re-read your post. Your cable TV scenario relied on the "mandate" that cable TV be free. This bill's not mandating that software be free.

Perhaps, but it seems to me the feature the state of California , or at least the bill's backers, are insisting upon getting is the unencumbered file format. How does this sound:

"If only one fleet MPG is permitted, than any feature which produces results which cannot be done in that MPG is not as useful as it might be, no?"

If the state wants 30 MPG from its fleet, then of what use is any feature that cannot be in a fleet that gets 30 MPG?

Not much value.
