The problem for officials advocating ODF is that people want to use Microsoft Office, and thus its formats. So they must stop people from obtaining what they consider the most effective, maybe even enjoyable solution to problems they have to solve.

Left alone, the market will choose Microsoft Office. That's why the competitors and antagonists undertook this campaign in the first place.

If any of the competing products were considered adequate, would the compulsion of law be necessary to force people to use them?

Even in MA, people are still being allowed to choose Office, and are probably doing so. They may not be able to save officially in the formats they're using, but that will someday be resolved.

The battle is against what people want and are willing to purchase. Microsoft is opposing compulsion, not advocating it.

Sounds strange, no?!
