Cable TV should be free to anyone who permits it to come into his house. No restrictions should be placed on content, and cable companies are not permitted to differentiate themselves from competitors based on better reception or any other technical advantage.

A bill is now before the California legislature mandating these rules for Cable TV

Facts not in evidence. I didn't read anything about a bill mandating software should be free, nor barring vendors from competing on product differentials.
