You don't need an incentive program! IP & Patents hurt innovation...
Patents and Intellectual Property are only a few hundred years old, and we've been innovating as long as we've been around. It is in the nature of our species. In fact the patent and IP laws didn't positively affect the innovation growth curve at all when they were instated, but now are starting to have the exact opposite result. They are now hurting innovation. Most people who have studied the issue realize the current system is seriously flawed and needs a major overhaul. The problem is there is so much money being made exclusively as a result of this flawed system and not because of innovation or invention, that there is tremendous pressure to "maintain" it as long as possible until it collapses under its own weight.
