The idea is that Google has dollars and lots of them; the theory is the dollars got there because Google accesses content for searches, so the owners of the content should get paid for having the content there to be searched for by Google because Google has money and can afford to pay something, if they don't have an interest in paying then just sue them.
Of course this boarders on sheer stupidity as the service Google supplies also amounts to advertising in many respects which is a service that content producers would traditionally pay for themselves, not charge the advertisers for exposing their product to the public.
It just goes to show you how far out of touch many segments of the public are about the way the internet and computers and digitization have changed the dynamics of the worlds economy. Its pure ignorance at its worst. Many products and services through out history have suffered a vastly altered value when new technologies and methods come into play.
What we are seeing is that many segments of of our economy is rapidly changing and having its inherent value altered significantly in unusual ways because certain things can be done significantly easier or differently enough that where value existed before it either has drastically changed or only exists in a significantly reduced way.
Those companies and businesses our of course now fighting tooth and nail many times in order to maintain their former foothold based on pre internet/home computing standards.
