Google needs the content as much the provider needs the traffic
The problem is that Google's business model is to make money from other people's content and they are extremely reluctant to share the wealth. If Google wants to provide the "search anything" service, they should aknowledge the value of the searcheable content and negotiate with the content providers. Obviously the content providers will see increased traffic by allowing Google to search on their articles, however this doesn't mean they should provide the content for free and without previous approval.
