"We ought to have a universal, affordable access for broadband technology by the year 2007, and then we ought to make sure, as soon as possible thereafter, consumers have got plenty of choices, when it comes to purchasing the broadband carrier."

That's what he's saying. First we establish broadband access at an affordable level. Then after we have bought the access we discuss with te nice monopolists allowing us to choose our ISP.

Bad strategy, will lead to another round of bad laws. Simply either let it be a free for all, or keep the access seperate from the service like in the telco model. Some want huge committed bit rates for apps like video, some want low bit rates but zero latency for apps like voice ... unbundling service from access is the only way to make shure markets are free to meet the requirements of the various segments while still allowing the plumbers to have economy of scale to install cheep access.
