The author didn't say that all rural residents could afford broadband. He wrote that "many "can afford it. The point he was trying to make is that the cost to extend service to rural areas would be born by urbanites regardless of income. I.e: a rural person earning middle-class wages would have the cost of broadband subsidized by urbanites earning much less, simply based on geographic location. He did mention that a case could be made for basing subsidy costs on income, but that historicy indicates that would not happen.

The author did mention that rural residents are "high-cost." I took that to mean that he recognizes that it costs more per capita to provide services in the boonies than in manhattan.

I also agree that letting "policy wonks" run things is a terrible idea. Just look at the regulatory mess that the PSTN has become.
