Assuming most rural people can better afford anything is like country bumpkins assuming all city folk are rich. It just ain't so. The majority of working rural people live on less the what the "poverty" level is in the city.
It COSTS more to provide the same city services in the country because of the distances involved.
It costs less to provide the same services to more people in a city because of high population density results lower per user installation costs.
