Certification
Follow the money and you will learn the truth. It is cheaper to sit a test, even including "prep" materials (answers) than to spend two years in a tech school with lab time. It is cheaper for companies to hire evil HR reps, who know nothing about what the positions they hire for really require, and sort em out by certs/degrees (oh yes, there are EE mills too). This farce has gone so far that the government is conducting a witch hunt now (at lower levels only of course) to find people in critical IT and management posts who worked into the system with mail order dergees in theology etc. No one but a fool should ever hire someone based on a piece of paper. Would they buy a car from a picture of it? Evil HR directors majoring in EEO probably do just that.
