One type of certification will work: licensing
If IT workers in the US were licensed based on the following criterion, it would help:

1-- citizenship

2-- a willingness to take legal responsibillity for actions within US law

3-- graduation from an accredited US institution

This would eliminate the vast glut of foreign IT workers without a commitment to US society. The hinge of this problem lies in the relationship between the Engineer and civic duty TO THEIR OWN COMMUNITY IN WHICH THEY PRACTICE.
