You Got to Be Joking
Do you think a 16 year old hacker needs to be certified MCSE (or other) before he/she can start hacking? Do you really think a virus producer needs to be a certified software engineer before they can create a new viruse? If you have to think about those questions - Do I have a school for you to attend! Just throw money at me and I will certify you, your dog, cat, goldfish and anything else that moves.

I know certified MCSE's that have not ever opened up a system nor know which end of a screwdriver to use... Here's a broom. Now go figure out which end of it to use... lol..
