Another problem is that most businesses really don't know what to do with IT in general and software development in particular. Is IT a revenue-generator, or is it overhead? Is IT as important to the company as Accounting or Human Resources? Should there be a company-wide IT polocy, or should each department handle its own IT?

When companies decide that IT is important enough, they will make the effort to not only find qualified IT personnel but also retain them. Certifications are unimportant except as an independent measure of qualifications. And if there is no organization that can say definitively what makes a good programmer, what's the use? Experience and demonstrated skill are much better indicators.
