They dont see it seriously
because they dont think they will get caught,

3 months in jail first offence and some way to detect them and they will take it seriously, I love the way people can justify theft on the basis that the manufacturers make too much money. I can just about justify that if you can't afford to eat and need to steal food but not a luxury item like a movie
