The Terrorist Method
Actually, there is a thing some terrorists do that will guarantee that the email remains on the server.

I will not repeat what I read on 1 article a couple years ago, don't like to spread ideas. Something I have never, ever seen mentioned anywhere because it's defintiely a "low-tech" solution, just creative thinking. Like slap-on-forehead-creative-thinking! Don't know how many actually do it. It is away to keep under the radar...

...but the nice thing is, if authorities already have a lead on someone and know whose account they're after -- the flip side is the email is still there! And now it will be saved for a certain amount of time (I hope). I just now realized this when Adarro gave example of what a terrorist WOULDN'T do. Not anything similar but it just got me to thinking of one thing I know some of them DO do.
