Fairly simple
Businesses (for the most part) buy bulk licenses, or license one version of the OS for all their users.

They are probably afraid something will be missing that they'll need if they don't buy the ultimate version. Also, if they have the money to spend.... they tend to do that.

I'm sure some of the tech's in the I.T. departments would encourage it too.
