The "internet" isn't a thing
The article makes the base mistake of lumping all of the issues related to networked computers into this thing called the "internet".

The internet really is a collection of protocols, wires, and hardware designed to route signals. That's it.

The "web" is a particular protocol and servers on top of the internet.

E-mail is yet another protocol and servers on top of the internet.

P2P...IRC...all the others, just layers on top of the internet.

There already exists lots of solutions for identity management. PKI solutions like the Liberty Alliance standards and MS's Passport system. PGP-based signed emails and news postings. Cryptographic methods for secure connections. (Heck they've even used quantum entanglement now.) The problem/challenge is that most people don't want to be bothered with the overhead or are afraid of "Big Brother".

If people need a strong identity-based system on the "internet" then someone'll build it and offer it for profit.
