The problem is in how to look
The first objection to "looking to the past" is always, "well then why is it still a problem?"

People forget to look at solutions to similar or related problems and go from there. They also forget to factor in the facts that sometimes the conditions changed while the solution was being implemented and that is why the current problem exists.

(A good example would be some of the highways in New York and Connecticut that aren't adequate for today's cars but were perfectly fine for the volume and speed of the cars they were built for. Hey, I guess that's a good analogy to the current "highway" the author was complaining about...)
