I'm reminded...
...of the old Wild West, where the mining camps were lawless and wide-open (been watching HBO lately). Things were chaotic, and a person could be shot just for looking at another the wrong way, but the miners didn't really want the law to come in, because that would mean more restrictions. They put up with the lawlessness because they had more freedom. People could literally get away with murder, because the alternative was less freedom for everyone.

The Internet's still kind of like that. Businesses and e-commerce are the railroads, trying to civilize the camps into towns and cities. The rule of law is inevitable, no matter how much it is opposed by those that would rather have the freedom and risk the danger.
