Does anybody know what he's talking about?
Seems the only clear point is the Internet may become overloaded in some way from all the use it's getting.
Where does identity come into this?
What's the point about being qualified to use the net?
What's a proxy for a physical location?
Sounds like he left out the essay and put in the comments after somebody else read it.
My best guess is he's talking about less privacy and more accountability to cut down on use in some way, but I could make a number of other guesses.

Ahm. Could we have a version 2.0 of this essay?

And by the way, the dinosaurs did not die out because there were too many connections (species?) for the dinos to keep track of their relatives. Well, that sure sounded like the point he was making.
