They don't need to.
Apple already provides as a standard feature of Mac OS X a number of technologies which make it reasonably simple to push files around a home network. Consider file sharing, which can work just fine as a quick server config from an ordinary Mac - it doesn't need to be a special server system. One could also use iChat in the peer-to-peer Rendezvous mode and shuffle files back and forth that way, which could be appropriate in some situations.

These technologies are more than sufficient for most home users - assuming they even have multiple PCs to concern themselves with. Many don't.

And of course, there's always sneaker net, too, for the old-fasioned types, or to be used in a pinch...

The fact that Windows also has file sharing (and sneaker net for that matter) makes one wonder why a "home server" edition would even make sense. This is probably some sort of management eye-candy solution to impress the unenlightened.
