The reason is incopetence
This along with a whole lot of other invasions is to cover up incopetence. In the conspiracy capital of the world (USA) it's not difficult to believe that the various "Intelegence" agencies would be conspiring for all manner of reasons. Like why were the air liners which crashed into the twin towers not challenged by airforce fiters, they had to be off course and both headed for the same location for over half an hour.

That would involve too many people knowing what was happening so it can only be one thing Incompetence, Gross Incompetence.

The Russians during the cold war had no chance of destroying the USA with a nucliar attach, if only they had known thatthey could have invaded just by getting on air liners and just arriving fully armed at every airport. There would been no to stop them.

Just look nearly three years later and New York Police and Fire departments can't agree who should be incharge in the event of a terrorist attack or other disaster.

More incompetence. It's clear to me they both keep doing what they each do best and when such an event happens a separate organization takes control over both. Of course it has to be in place now and they should be practicing the needed procedures. However I am merely an engineer, my world revolves around logic.

To me adding more powers to those who can't do the job already seem foolish and extravagant if not to say unwise. I remember meeting a mecanic who works for a well known rental truck company, he had the most comprehensive and expensive toolkit you could imagine, yet he could only do the basic oil change maintenance on his own car. He had all of the tools anyone could ever need but he had no idea of how to use them to fix a problem, he really didn't understand what he was working on.
