Good point
You're right, there is no possible penalty that we can impose to deter suicide bombers. Kind of like these so-called "security cameras", they don't really provide security, just a means to possibly identify the criminal after the fact.

However, these suicide bombers are out to hurt us or our interests in any way that they can, and it stands to reason that they are at least employing some computer savvy people to explore the possibilities.
