They could easily DoS most of the finacial sites out there. A hacker out for profit doesn't do that.

I'll put on the terrorist hat now, trying to think like one. Now if I wanted to cause havoc I wouldn't worry about getting caught. I'd do a very direct DoS. Then I'd launch it and wait for the authorities with a couple stick of dynamite strapped to my body and aiming an assualt riffle at the door. I'd use a deadmans switch on the bomb and the second the authorities show I start shoot and eventually blow myself up taking a few police officers with me.

that's what I think a terrorist would do and that's why they are more dangerous than a hacker who is careful to stay hidden and takes few risks.
