Who's says they have to be in devloping nations?
A terrorist can just as easily be in the US and educated there. The terrorist is really just a brainwashed soul that some mastermind with an agenda manipulated using religion and probably other weakness such as grief over lost loved ones. It think of Osoma and the others much like Charlie Manson, just their agenda has much larger scope but terror was what both had in mind.

So how hard is it to for a terrorist to get eduacated in tech and have access to tech. I'd say not hard at all. What's good is that if the terrorist do pull this off they tip there hands to us and we have more amunition to track them down and lock them up.
