Why the surprise?
TiVo never denied that they collected data regarding the recording habits of their subscribers (which is why I went with ReplayTV all those years ago, though I admit they in the past have been pretty slimy as well). In fact, it's in there plain as day in the fine print of the TiVo end user's agreement. They've also never denied that someday they'd put that data to use, either.

Frankly, TiVo is really in a bind. Since content providers have been offering DVRs (and presumably only paying a relative pittance to TiVo for licensing rights), TiVo's subscriber growth is next to nothing. They probably have far too many lifetime (of the machine) subscribers no longer generating any sort of revenue for them; those damn DVRs just don't die, especially BEFORE the payback period is over and done with. What's a poor DVR service to do, particularly when so many of the content providers are now peddling their own recording services and units, not to mention on-demand functions?
