Agreed. Is it possible to come up with a non-obvious, patentable device in a short period of time? I'd have to say yes. The innovativeness of a patent is not the number of people working on it, or the length of time, but the degree to which it distinguishes itself from other ideas (ie, can't patent what already exists), the straightforwardness of the solution to the problem (the more straightforward, the more obvious), and to some degree its simplicity (simpler ideas tend to be more obvious).

In addition, it's my opinion that inventions are not limited to large corporations with big pockets and R&D budgets. I think more inventions come from individuals, not large companies. If you start placing the limits you propose on them, it will hurt more than it will help.

I'd like to do everything possible to give the individual more power, not the large corporation.
