There isn't going to be one...
No-one can amend the GPL V2 because of the restriction clause that prevents modification after release.

The comments which ZD-Net published slightly out of context were from an interview with Moglen in which the context was the GPL V3.

The problem is not the GPL version so much as it is the example you chose: You said "the kernel". The kernel is GPL version 2 and only GPL V2. The license they used does not include the "or future versions" clause and Linus has already explained that he won't do the work necessary to count noses to manually upgrade to any new version of the license. So, even a fantasy GPL V2.5 is dead in the water as far as the kernel is concerned.

No, the kernel was just a really bad example of something that could be license upgraded. It cannot. I was hopping on the error because if I hadn't Lovey would have. That's his way. He points to shiny objects instead of arguing the point.
