Once you give someone the authority to publish it anyone can use the compulsory license. It is not an opt-in system. It is a compulsory system. The only way to avoid it is to not publish in the US. If you call publishing opt-in then you have an odd definition of opt-in.

2 of the postings were about the lawsuit against Sony over the Artist cut. One uses the NY Times as one of it's sources. The labels are charging the artist for breakage and other physical related fees for downloads. The net effect is the artist gets 2.5-8 cents per download.

If you think reports about lawsuits against the labels is anti-RIAA... well whatever.

The panels set the rates, their doesn't have to be a dispute, for several of the royalties. In the case of the 1003 royalty it is specified in section 1004- in otherwords the government set it.

Finally they do take it down in the time frame. This isn't what they want. Compliance with the DMCA take down notices isn't in question. They want them to police it before it is posted.
