No you assumed things that aren't.
It is compulsary by law once you agree to the blanket licensing scheme. These people cannot use your works unless they enter into some form of agreement. Juke boxes and radio are good examples of blanket licensing but album and CD sales do not come under them and the internet they are not going to. Blanket licensing is an option for artists, but they get short changed. They know they will get screwed if they apply this model to the internet.

I never said they were contracts but businesses sign them when they do business. This enforces the payment if there are disputes. Copyrights determine whos property it is and the contract determines payment.

Copyright holders have a choice not to enter in blanket licensing. The smart ones will use the pay as you go model.

The rest of what you have is a theory. Record labels only offering less than a nickel per download. Most artists do not even create their own work. Most of it is done by songwriters and those people are entitled to a royalty. Those record labels pay those songwriters, and they get more than a nickel which they should.

Besides your theory will not work forcing bands to sign on. Maybe more so for the ones without talent. The ones with talent which own their own copyright are in the driver's seat. Now with the internet, the record labels would have a harder time to force the talented ones to sign a deal. The internet will force the untalented ones out of business quicker. By the way, the talented ones will use DRM to protect their copyright.
