I don't think so
The artist still has to get paid even under blanket licensing. They agree to get paid regardless of the number of copies over a agreed length of time. Contracts have to have time limits. Even though it is copyright and not a contract, content holder draw up contracts. The authors are agreeing to this blanket system. Nobody can profit while you get nothing. If you did get nothing, negotiate better the next time. Even your links state the authors negotiate into the deal. You even introduce fair use in the argument in other links which has nothing to do with a blanket license.

Think of blanket licensing where you get a salary and you work 100 hours a week. That little raise you got wasn't worth it to get you off of hourly pay. Content holders will not agree to a fixed low price when they can make the mob pay as you go.
