EU can do that US can't
many governments in the EU can do that because they are eliminating their need for Microsoft products. Many governments are switching over to Linux on their desktops and servers. The US governments still very heavily rely on Microsoft products for almost everything they do. So long as that is the case, they can't push Microsoft to compete legally. Microsoft has the right to revoke their site licenses for the whole government. That would effectively shut down the entire US government.
