The problem with the system ...
... is that one can sue for patent infringement BEFORE the patent has been certified by the US Patent Office. NTP has never made money off of these patents and did not even TRY to protect their patents until somebody else figured out how to make money off of similar technology.

A patent troll is someone who holds a patent but makes no use of it -- all they do is collect royalties off of others. Such patent trolls should be free to do this once their patents are certified by the U.S. Patent Office but lawsuits on PENDING patents (especially those which have been REJECTED by the U.S. Patent Office) should not be permitted.
