Les, your point is touching and, in a "Four Freedoms" sort of way a bit nostalgic, but not very realistic. When John Borland purposely unlocked the door, so to speak, to his hard drive and then deliberately loaded a known infected application, it was not the responsibility of his employer's network administration, nor of his ISP's administrators, nor of any national or international political administration -- in this case, he attacked someone's fist with his nose and bears full responsibility for the blood on his shirt.

No amount of regulation can entirely control the truly malevolent, nor perfectly protect the truly stupid. A certain amount of prudence is also necessary.
