You can trace this back to our investing habits. If the stock doesn't go up immediately, then bail. This does not do well when it comes to larger projects such as retooling or building from scratch. Building alternative fuel source equipment, requires major retooling or heavy investment. This mechanism should be rewarded, instead of being punished. This way the inefficient government doesn't have to get involved like they do all the time on these civil jobs. Tax breaks are good if reasonable, but funding them isn't.

Blame the investment houses and banks. They are a great deal a source of the problem.
