Paperless, Hi Tech, Why????

"but it still has not managed to organize a paperless voting system. What's the holdup?

Be clear about what you want. I think for voting you want:

1. A verifiable transparent voting system, so that everyone knows and can verify that the idiot in office is the one the majority voted for.

2. A quick and accurate count.

'Paperless', 'Hi Tech', 'Computerized are not a requirements. All those 3 requirements are simply claimed ways to get item 2 on the list.

Optical scanning of paper ballots is faster than electronic voting, because several people can fill in their ballots in parallel, so paperless can be SLOWER than paper ballots. It's certainly unverifiable.

That system, plus statistically random recounts of the ballots paper by public counts to confirm the accuracy of the machines and thats all you need.

If you're really worried about multiple voting, stick an ink mark on people fingers, just like they do in some other countries. It's low-tech, but so what!
