I seriously doubt they needed help from anyone in payroll or personel as it would be one more chance for a leak of the activities going on.

It's more likely they did not need any help from personel as the SS numbers are on servers, in which the investigators would have close to full access to.

(Though can't you write even ONE post where you don't try to bring in Abramoff, Gates, Ellis, Bush, Clinton, ect? Seriously, this 200,000 Degrees of Separation you play would link everyone in the entire country to everything going on in it...)
