You are misinformed.
If they are on your property when the accident happens, you CAN be held liable. Ditto if one of the paving guys gets hurt on your job. This is why you never hire contractors that don't carry insurance that indemnifies you. It's happened to several people I know. Now that doesn't mean that everyone involved in an accident sues the property owner, because they don't. Most companies (like the paving company) do the right thing and deal with it without involving the property owner - even theough the property owner may ultimately be legally responsible.

If you hire a hitman to kill your wife, that's a crime that can put you away for a VERY long time. You don't physically need to perform the act of killing your wife.

The problem we have in this case, is that the laws on the books that are supposed to protect people in these cases either don't exist (in other states) or are so weak that they are ignored (as in California's case).

It's high time for VERY strong privacy laws that put these sleezeballs away.
