It would seem that way wouldn't it?
But if I read the Q&A correctly then the reason it isn't done at a more person to person level is because of resources and manpower. It would seem that it takes a lot of money to prosecute these cases and on an individual basis it doesn't appear that the cost is worth the effort according to the government. Can't say that I agree with that theory though. What's good for the goose is good for the gander. If they are going to prosecute a company such as HP for something like this then they should also prosecute the average joe for it too. Granted, there are different penalties for the varying degrees of law breakage but you can't NOT (I know, double negative for the grammar police out there) prosecute anyone for this. I work hard and pay taxes so that when someone commits a crime they get in trouble for it. Not so that they can skate by because they are not part of a large conglamorate.
