As even you acknowledge, your problem is not technology. It is the human process. The fastest computer in the world, the largest NAS array, and the best software would not fix this problem. You have to order the way you work. You have to build processes around your business needs and develop procedures to meet your data handling needs.
Museums often have this problem as well. They have taken in so much material that great art treasures may sit forgotten in boxes and crates piled up in storage. A native chief's map from the heyday of american exploration was just recently found in one collection. It had been lost for quite some time as a result of the sheer volume of materials the museum had in storage.
Data is the same way. Only if it is sorted in a consistent and methodical manner will it be available. You must have a standard method for codifying incoming intel. You must back-up your system in a thoughful manner. Expired information should be archived, then written off to a long-term storage medium which is indexed for rapid retrieval.
None of this is rocket science. In fact, all of these policies and procedures already exist. I would suggest dropping by the library and speaking with the head librarian. It will open your eyes...
