Just tell the truth about it
For a few companies it may make some business sense to offshore some programming work but for most it's a lemming-like blind run toward mostly illusionary short term gains. The entire purpose of most offshore outsourcing in most companies is to make a few executives' pay go up. It does this by maximizing short term profits (1) at the expense of long term growth and profitability of the company; (2) at the expense of having work done by less skilled and inexperienced foriegn workers who do not have your companies interest at heart nor who have a working knowledge of your business processes; (3) at the expense of employee loyality and continuity of knowledge; and (4) at the expense of putting individual, corporate and national security at risk.

Just come out and be honest about it and say, "I'm doing it for the short term gains so eff you, you losers". Don't lie and say things like "There is a shortage of good software folks" and "falling standards of education in the West" because everyone in the industry knows that's pure BS.
