Features that have been dropped by the wayside in Vista (WinFS, as a for instance) were dropped because the feature was way too ambitious to bring to fruition in the time constraints they set for themselves.

In other words, sure, they could have kept WinFS - and shipped Vista in maybe 2009.

On the other hand... UAC is here and now. It works. It's a realistic goal to have it done by release time in January.
