The problem lays not in so much foresight
...as it does in available energy supplies to implement any pre-formed strategy. California has been operating thisclose to the edge of available energy for so long that we are dangerously close to rolling blackouts. If just 2 energy generating plants go down for maintenance (as is usually planned for once a month or so) demand will exceed suppliable energy and something will have to give.

In other areas, there is a known weather factor, such as in Arizona and Nevada where 100+ temperatures are expected. That is NOT the case in California where the number of 100+ days usually numbers less than 10 for many cities and less than 5 for most. Having an 11 day straight heat wave is not something you can plan for in advance.
