Seems like the opposite would be the case.
"By taking shares off the market that are probably mostly given up by smaller stakeholders, those with larger %s of ownership have increased their concentration of ownership by this move."

Given the method of buyback, I'm not sure the shares are likely to come from the little guy. Why would a small seller bother with this vs the normal way to sell? I would guess the net impact would be just the opposite of what you predict. The shares bought back seem likely to come from large holders looking for a way to sell significant blocks of shares without hurting the share price in the process.
