You hit it right on the head, this was a way of breeding fear and mistrust in the western world and make us implement draconian security measures that would make the people rise up and defeat "The Great Satan", as they so like to call us.
Frankly, what we SHOULD be doing is getting tough on Saudi Arabia and other middle-east countries, telling them "Stop the mosques that are turning out these fanatics, or we WILL! (meaning, we will bomb the Mosques and take over their country if we have to!)"

We need to destroy the breeding grounds for terrorists, not just catch them. Bombing the mosques that turn out terrorists will give us troubles in the short run, but in the long run, they will save us problems.

Just make sure that you don't kill any children!
