Actually, this method wasn't used in that case. We had reliable information coming from MANY sources, that was CONFIRMED by looking at the terrorists internet activity, that said they were planning an attack.
Stuff like this is best used for CONFIRMATION, not PRE-EMPTION.

Using it to stop terrorists before they are done or commit to an attack is not good or a good use of resources, because there is SO MUCH information out there, you could not possibly know who is serious about attacking and who is making a morbid joke.
