Jurisdiction, parochialism and a reality check
Clue time. America is not the world. America isn't even half of the first world. Congress has no right to impose its will on - most of the world, really.

Very little hardware is made in or for the USA. Most of it is made in China, and while China is hardly liberty's champion it is quite fond of snubbing America.

Moreover this sort of equipment is built for software updates. For practical and economic reasons, it's going to stay that way.
