Cheaper labor elsewhere
I don't think the infrastructure is India's chief issue. The main problem is that skilled labor is becoming scarce which has forced companies to pay more to employees for retaining them. This cost is coming back to the cusomters. But, like Apple said, there is always cheaper labor elsewhere. India needs to diversify PAST IT solutions and call centers.
