You are incorrect
These companies actually pay *MANY THOUSANDS* of extra dollars to get these employees. If the brightest were only in the US, then this wouldn't be an issue.

However, there are not enough *TALENTED* engineers in the US to fill the available positions. (There are plenty of mediocre ones.)

"Minimal training"??? What in the world are you talking about? We're not talking about factory jobs here, we're talking about the folks that will invent Google's next search algorithm, or IBM's next 32-core CPU. There is no "training" for this, except for hard work and YEARS of education.

These are facts. If you work in and hire for the industry, you know that has been true for years now. The country needs to import this talent, as we aren't growing enough of it here.
