Two points
America is losing the race because its corporation prefer short-term monetary gains over the stability and status of America.

And we elect people to govern us and to do things to ensure America remains the best. Bringing in foreigners (who don't give a flying fig about America and may indeed otherwise despise it...) to give them low cost room and board and education just to ship 'em back once their usefulness is ended seems more costly than helping our own people. And, as a American taxpayer, our taxes should be going to America first and foremost.
